English Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a new poll of local authorities, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of public land and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using savings to manage growing financial challenges.”

Detailed Examples of Planned Sales

One local authority in Kent said its asset disposal plan included the disposal of a retail complex in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Wider Financial Strains

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will have to increase local levies next April to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to achieve both improved services and financial savings,” said a council leader.

He continued: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of regional authorities recently further found council budgets being stretched by the growing number of children and older individuals needing Send support.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) for UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and addresses the real levels of disadvantage and need,” said a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
